Here is the solution to fix HP 515 error Power Supply Fan Not Detected error.
For those of you who are here who have installed a new power supply into your HP machine and want to get rid of the power supply fan error (515), there are a couple of possible solutions.
The problem is based on the fact that the original power supply provides a tachometric signal from the OEM PSU (tacho- meaning speed, and metric meaning the measure of) to the motherboard that tells it if our PSU fan is spinning and everything is ok. When the power supply is replaced, that signal is no longer provided to the motherboard.
To fix the 515 Power Supply Fan error, you must find some other way of providing the tachometric signal that the motherboard is expecting to see at boot to avoid encountering the fan error.
We could take the easy route and take advantage of the fact that we already have places on our motherboard outputting the tachometric signal that the other part of the motherboard is expecting! This signal is found on any fan connector on the motherboard for which a fan is connected and spinning. For a generic fan connector this signal is outputted from the SENSE signal or pin 3 on this diagram below.
So our goal really becomes, find which pin on our motherboard that is expecting to have a tachometric signal provided to it (for 8000 series it is pin 2 on the P2 connector according to below picture and send the signal from our cpu or case fan (pin 3 on a generic connector), to that pin on the motherboard using a single piece of insulated wire.
This is the finished wire on HP 8000 series machine and it successfully bypasses the fan error at little to no cost.

немогу оптимизировать железо,приходится нажимать F1 чтобы винда начала загружатся,это напрягает,подскажите куда надо заити чтобы оптимизировать железо,мож знает кто
попробуй сбросить настройки,не пробывал?
я установил другой проц,перед этим сбросил настройки биоса,теперь и приходиться жать постояно F1
дело вроде в дисководе что не подключен,но в биосе стоит, либо говорит что нет в системе IDE дисков, и нажмите ф1 для продолжения либо не подключена клава и опять таки нажмите ф1

отключи флопик в биосе и все.
и тут напиши либо правда что советует сим сделай
зайди в биос и нажми F10 и ок, должно помочь
знакомая проблема) долго это штукой страдал но как то раз собрался и натыкал всё в подрят в бтосе и вот больше нету косяков не каких
vic82, что написано перед F1? у меня похожая проблема была.
Для начала. Что за матплата и процессор. попробуйте обновить биос. что именно пишет когда просит нажать F1
и тут напиши либо правда что советует сим сделай
воть что пишит при загрузки
это не помогает с помощью это кнопки я захожу а потом и выхожу из биоса и всё по прежнему

Возможно. Если человек поменял проц на более мощный тогда необходимо выйти на сайт производителя мат.плат и глянуть версию БИОСа и список поддержки процев, исходя с инфы и прошивать или нет.
Vic82- попробуй скинуть по дефолту
Ф6-загрузка значений всех пораметров для увеличения стабильности.
Ф7-загрузка значений всех параметров для увеличения быстродействия.
После изменений жмеш Ф10 и ОК ИМХО

Problem is, since then I have 3 more PCs with the same error and I think there´s more to it than just simple coincidence.

Could be damaged PSUs, like you suspect. Could also be a firmware bug. Are all of the affected PCs on the same BIOS version? See if there’s an upgrade available.
My guess would be the dirty power has wrecked the PSUs.
Yeah, get some PC UPSs.
This can also happen across Lots if you purchase in bulk. However, due to the timing, I am with the others saying that the PSU’s are getting messed up by your power situation. +1 for UPS.

Yeah especially when you know that your area is known for unstable electrical current, its definitely get UPS even for your desktops.
I would start with the usual suspects like FW and updates. Since your power quality is not up to par, a cheap UPS with very little run time might be in order for every desktop. This can get expensive fast but once these PCs are out of warranty it might be more cost effective. You might also look into replacing all the desktops with laptops since they have an AC adapter that compensates for poor power quality and a battery for when things go dark for a while.
Get a panel mount power conditioner installed. It’ll fix the power fluctuations for the entire building in one go, and cost less in the long run since most hardwired units have close to a 25 year lifespan.

Re A: Overheating
What is your usual ambient temperature? How dusty is your environment? Big, small or tiny dust particles? What kind of particles? Wood, metal, paper, water, oil etc.? What is your usual ambient air humidity?
Re B: Power Problems
I want first to address a misconception about UPS. The primary function of UPS is to provide backup power for the connected load during electrical grid blackout. To achieve this, UPS itself needs to be protected from power problems, which are usually organized into categories below:
1. Transients
2. Interruptions
3. Sag / Undervoltage
4. Swell / Overvoltage
5. Waveform distortion
6. Voltage fluctuations
7. Frequency variations
A UPS broken by some power problem can’t naturally fulfill its primary function of providing backup power. However, I want to emphasize that it is not a primary function by design for UPS to protect equipment against power problems. That is why the level a UPS can protect against power problems is limited in scope in comparison with dedicated devices, e.g., AC power line filters.
AC Power Line Filters
They are designed to handle much wider range and higher intensity of power problems than standard filters used in most UPS’. Moreover, they are quite fast in doing their job as their response time is measured in nanoseconds. The AC power line filters are produced in several levels of protection and for different maximum electric currents on single or three phases mains. The three-stage AC power line filters offer the highest level of protection against power problems, e.g. here.
Of course, the level of protection offered by the UPS varies on the type of UPS:
— Offline UPS (low protection against power problems)
— Online UPS (higher protection against power problems)
— Online UPS with isolation transformer (high protection against power problems)
It is possible to interconnect AC power line filter and UPS into so called cascading. That is from power mains into the AC line filter and then from filter’s output into the UPS input. This will increase both UPS’ and load’s protection against power problems. More details can be found e.g. here.
